Five More Schuylkill County Businesses Cited for Failing to Abide by State Orders and Mandates During COVID-19 Disaster Emergency

On Friday, it was announced that five Schuylkill County businesses were cited for failing to abide by state orders and mandates during COVID-19 Disaster Emergency.


According to the Pennsylvania State Police, Bureau of Liquor Control Enforcement, the following licensed establishments were cited during the month of January 2021 by the Allentown District Enforcement Office.

  • Rosies Tavern & Grill Inc., 22 Coal Street, Middleport, PA 17953
    • Failed to abide by the order and mandates of the Governor and/or the Secretary of Health, related to businesses in the restaurant and retail food service industry permitted to operate during the COVID-19 disaster emergency, in that you allowed a patron to be served or seated at the bar, did not require all customers to wear face masks while entering, exiting or otherwise traveling throughout the establishment, did not provide face masks for employees to wear at work or did not require employees to wear face masks at all times while at the establishment and sold and/or served alcohol to a patron for on-premises consumption in a transaction that did not include a meal on October 1 and 2, 2020. 
    • Failed to abide by the order and mandates of the Governor and/or the Secretary of Health, related to businesses in the restaurant and retail food service industry permitted to operate during the COVID-19 disaster emergency, in that you did not provide face masks for employees to wear at work or did not require employees to wear face masks at all times while at the establishment on October 3, 2020. 
    • Failed to abide by the order and mandates of the Governor and/or the Secretary of Health, related to businesses in the restaurant and retail food service industry permitted to operate during the COVID-19 disaster emergency, in that you did not provide face masks for employees to wear at work or did not require employees to wear face masks at all times while at the establishment, did not require all customers to wear face masks while entering, exiting or otherwise traveling throughout the establishment, allowed a patron to be served or seated at the bar, sold and/or served alcohol to a patron for on-premises consumption after 11:00 p.m. on October 30, 2020. 
    • Failed to abide by the order and mandates of the Governor and/or the Secretary of Health, related to businesses in the restaurant and retail food service industry permitted to operate during the COVID-19 disaster emergency, in that you did not provide face masks for employees to wear at work or did not require employees to wear face masks at all times while at the establishment, did not require all customers to wear face masks while entering, exiting or otherwise traveling throughout the establishment, sold and/or served alcohol to a patron for on-premises consumption in a transaction that did not include a meal and sold, furnished or gave alcoholic beverages for on-premises consumption after 11:00 p.m. on November 14, 2020. 
  • The Garage Bar (DW's Deli & Hoagie Inc., T/A ), 330 E. Grand Avenue, Tower City, PA 17980-1125 
    • Failed to abide by the order and mandates of the Governor and/or the Secretary of Health, related to businesses in the restaurant and retail food service industry permitted to operate during the COVID-19 disaster emergency, in that you served or sold food and/or alcohol intended for consumption inside the premises or allowed the consumption of food and/or alcohol inside the premises on December 18, 2020. 
    • Failed to abide by the order and mandates of the Governor and/or the Secretary of Health, related to businesses in the restaurant and retail food service industry permitted to operate during the COVID-19 disaster emergency, in that you served or sold food and/or alcohol intended for consumption inside the premises or allowed the consumption of food and/or alcohol inside the premises on December 23, 2020.
  • Kneppers Inn(Dottiewhite LLC, T/A ), 1986 W. Penn Pike, New Ringgold, PA 17960 
    • Failed to abide by the order and mandates of the Governor and/or the Secretary of Health, related to businesses in the restaurant and retail food service industry permitted to operate during the COVID-19 disaster emergency, in that you served or sold food and/or alcohol intended for consumption inside the premises or allowed the consumption of food and/or alcohol inside the premises on December 31, 2020
  • Wabash, LLC, 50-52 Mauch Chunk Street, Tamaqua, PA 18252-1405
    • Failed to abide by the order and mandates of the Governor and/or the Secretary of Health, related to businesses in the restaurant and retail food service industry permitted to operate during the COVID-19 disaster emergency, in that you served or sold food and/or alcohol intended for consumption inside the premises or allowed the consumption of food and/or alcohol inside the premises on December 31, 2020. 
  • Mulligans(Pocono Enterprise Co.), 316-318 S. Main Street, Shenandoah, PA 17976-2341 
    • Failed to abide by the order and mandates of the Governor and/or the Secretary of Health, related to businesses in the restaurant and retail food service industry permitted to operate during the COVID-19 disaster emergency, in that you served or sold food and/or alcohol intended for consumption inside the premises or allowed the consumption of food and/or alcohol inside the premises on December 31, 2020.
These charges will be brought before an Administrative Law Judge (ALJ) who has the authority to impose penalties ranging from $50-$1,000 for minor offenses and up to $5,000 for more serious offenses. In addition, the ALJ can also impose a license suspension or revocation of the license based on the severity of the charge brought. The ALJ can also mandate training for the licensee in an effort to educate them on the requirements of being a licensee.
