The following charges were filed on November 17, 2025, through Magisterial District Judge James Reiley’s office.
- Aggravated Cruelty to Animals – Causing Serious Bodily Injury or Death (F3)
- Neglect of Animals – Sustenance/Water (M3)
- Neglect of Animals – Shelter/Protection (M3)
- Neglect of Animals – Veterinary Care (M3)
According to the affidavit of probable cause, officers were dispatched around 10:54 a.m. on November 12th to 525 E. Market Street for a report of two abandoned dogs left behind by former tenants. The caller reported that one dog appeared dead while the other was still alive.
When officers arrived, they found:
- One dog deceased and frozen to the ground in the backyard
- A second dog alive but severely dehydrated, extremely malnourished, weak, and confined to a back balcony
- No food or water anywhere on the property
- No adequate shelter, despite temperatures in the mid-30s to low-40s in the days leading up to the discovery
- A property heavily contaminated with garbage and dog feces
Investigators noted that both animals had been kept exclusively outdoors, regardless of weather conditions.
Officers later learned that Serafini had vacated the residence about a week before the incident. Neighbors told police that the dogs were never allowed inside the residence.
When contacted, Serafini told police the dogs belonged to a friend and that she had been responsible for caring for them since late July. She claimed the friend had agreed to provide food, but said this did not happen consistently.
Serafini also stated the dogs were not allowed inside the residence due to her lease agreement and confirmed she had been required to vacate the property by October 31, 2025.
As of this posting, Serafini has not been arraigned on the above charges.
