German Luc-Bin, 31, of Shenandoah, was charged Friday, September 4, with a third-degree felony count of endangering the welfare of children.
According to an affidavit of probable cause filed by Shenandoah Police, officers were dispatched to a home on North West Street after a home health care worker reported seeing a young child on the roof of the front porch.
When Patrolman Mark Hysock arrived, police said he saw the child at an open second-floor window. The window did not have a screen, and toys were visible on the porch roof below it. The edge of the roof was more than 10 feet above the sidewalk.
Police said no one answered the front door.
Hysock climbed a ladder to the porch roof, where he found toys, and entered the home through the open second-floor window. According to the complaint, the child told the officer that no adults were home.
Investigators identified Luc-Bin as the child’s sole parent and alleged that he was at work at the time of the incident.
Luc-Bin was arraigned before Magisterial District Judge Anthony J. Kilker. Bail was set at $25,000, with 10% required. Court records listed Luc-Bin as being held at Schuylkill County Prison after he was unable to post bail.
A preliminary hearing is scheduled for October 1 at 10:30 a.m. before Kilker.
