SCHUYLKILL COUNTY, Pa. — Sunday, October 18, 2026, marks the final day of Pennsylvania’s sell-through period for vape products missing from the state’s approved directory, with enforcement beginning Monday, October 19.
The restrictions affect vape shops, convenience stores, gas stations and other retailers throughout Schuylkill County and across Pennsylvania. Beginning Monday, products covered by the law that are absent from the directory cannot be sold, offered for sale or retained in inventory for retail sale in Pennsylvania. Those products will be subject to seizure.
The requirements fall under Act 57 of 2025, signed into law by Gov. Josh Shapiro on December 22, 2025. The law established an Electronic Nicotine Delivery System, or ENDS, directory administered by the Pennsylvania Attorney General’s Office.
Vape sales are not ending entirely. Products listed in the state directory can continue to be sold under the directory requirement.
Which Vape Products Must Come Off Shelves?
The restriction applies to any product covered by the law that is not included in the approved directory. Pennsylvania publishes an approved-product list rather than an exhaustive list of prohibited brands.
A review of the full directory on Sunday found no approved listings for these popular brands:
- Geek Bar
- RAZ
- Lost Mary
- Elf Bar
- Breeze Smoke
- Flum
- Hyde
- Off-Stamp
These are examples, not a complete list of affected products. Any additional product covered by the law that is absent from the directory is also subject to the restriction.
What Vape Products Can Still Be Sold?
As of Sunday afternoon, October 18, the state directory contained 163 product listings from seven manufacturers, including four listings for Logic products.
The directory included the following manufacturers and brand families:
| Manufacturer | Brand Families Listed | Product Listings |
|---|---|---|
| Blue Nine LLC | CrossBar | 4 |
| Custom Technologies, LLC | e Cig 4 Inmate | 7 |
| Juul Labs, Inc. | Juul | 40 |
| Logic Technology Development LLC | Logic Power and Logic Pro | 4 |
| NJoy, LLC | ACE, DAILY and DAILY EXTRA | 16 |
| R.J. Reynolds Vapor Company | Vuse Alto, Vuse Solo and Vuse Vibe | 52 |
| The Schwartz E-Liquid | Naked 100 | 40 |
| Total Product Listings | 163 | |
Only the specific products appearing in the directory are covered by those approvals. A manufacturer or brand appearing on the list does not mean every device, flavor or nicotine strength it sells is approved.
Retailers and consumers should check the individual product entry in the Pennsylvania Attorney General’s ENDS directory. The directory can change as additional products are approved. A pending certification application does not establish approval.
What Penalties Do Sellers Face?
Retailers, wholesalers and importers that sell or offer unlisted products for retail sale in Pennsylvania face escalating penalties:
- First violation: A $500 civil penalty for each individual product offered for sale, subject to provisions allowing a negotiated first-offense penalty.
- Second violation within 12 months: A penalty of $750 to $1,000 per day, per product, and a license suspension of at least 14 days.
- Third violation within 12 months: A penalty of $1,000 to $1,500 per day, per product, and license revocation.
The law counts each individual electronic cigarette offered for sale, even when multiple items have the same stock-keeping unit number. Violators can also be responsible for costs associated with seizing, transporting, storing and destroying confiscated products.
The Attorney General’s Office has announced plans for targeted enforcement across Pennsylvania, with compliance education during inspections and graduated penalties for repeat offenders.
What Does This Mean for Consumers?
According to the Attorney General’s guidance, genuine consumer purchases of off-directory products are not subject to civil penalties or seizure. Reselling or offering products for resale, however, may make a consumer subject to the requirements governing retailers.
The directory requirement can also cover certain products that do not contain nicotine, including products sold under the same brand name as nicotine-containing electronic cigarettes. A nicotine-free label alone does not establish an exemption.
The Attorney General’s Office has confirmed that the enforcement date remains Monday, October 19, 2026.
