Shenandoah Man Faces Assault, Strangulation and Child Endangerment Charges

Pennsylvania State Police investigation into an alleged assault involving a juvenile in Shenandoah

SHENANDOAH — A Shenandoah man faces multiple felony charges after Pennsylvania State Police allege he assaulted and strangled a juvenile during an incident Wednesday.

Harry Pagan, 40, was charged following an investigation into the alleged assault at a Shenandoah residence on .

State Police Detail Assault Allegations

According to an affidavit of probable cause, Pagan allegedly struck the juvenile multiple times, pushed the juvenile to the floor and applied pressure to the juvenile’s neck with his foot.

Investigators allege Pagan also placed the juvenile in a chokehold, causing difficulty breathing and lightheadedness.

The investigating trooper reported observing red marks and bruising on the juvenile’s neck that appeared consistent with the account provided to police.

Felony Charges, Bail and Preliminary Hearing

Pagan is charged with first-degree felony aggravated assault and second-degree felony counts of strangulation, endangering the welfare of children and unlawful restraint of a minor.

He also faces misdemeanor charges of simple assault and recklessly endangering another person, along with a summary harassment charge.

Court records show that $100,000 monetary bail was set on . Pagan was initially committed to Schuylkill County Prison after being unable to post bail. The docket shows that bail was posted through a bondsman later that day.

A preliminary hearing is scheduled for , before Magisterial District Judge Anthony Kilker in Shenandoah.

The juvenile’s identity is being withheld.
