Officers responded to the area of 400 West John Street for a reported person down in the street.
When officers located Garraway, she was trying to open an upside down soda on the front porch of a residence in that area.
Garraway was reported to not wearing be wearing any clothing from the waste down and was covered in human feces.
An investigation revealed that Garraway was under the influence of multiple controlled substances.
Garraway will have to answer to the charges of indecent exposure, disorderly conduct and public drunkenness before Magisterial District Judge Christina Hale.
