North Schuylkill Board of Directors June Meeting Notes - 06/20/2018

The June public meeting of the North Schuylkill Board of School Directors was held on Wednesday, June 20, 2018 at 7:00pm.

Prior to the start of the meeting, the Board of School Directors held a brief executive meeting in regards to litigation and to provide Superintendent Robert Ackell with his review from the board.

The meeting officially started at 7:13pm.

All members were present with the exception of Douglas Gressens.  Board Member MaryAnne Woodward attended the meeting via phone conference.

The minutes from the previous meetings were approved.

A motion was requested and approved for the financial reports and check registers.

A motion was requested and approved for the sale of the following properties that have been placed in the "repository for unsold properties" and offers received:
 - 45-03-0052.000
 - 38-02-0409.000
 - 38-03-0033.001
 - 38-07-0083.000
 - 38-03-0522.000

A motion was requested and approved for the School District's "Final Budget" for the 2018-2019 fiscal year in the amount of $29,627,835.00 in accordance with School Board Policy.

A motion was requested and approved to establish the current local taxes and to set up real estate tax rates in accordance with School Board Policy as follows in support of the budget for the 2018-2019 fiscal year.



A motion was requested and approved for the following dates for Real Estate and Occupational Assessment Tax payments:

 - Discount Period — ends August 31, 2018
 - Regular (face amount) period — ends October 31 , 2018
 - Tax installments no later than the following dates:
 - -August 31, 2018
 - -September 30, 2018
 - -October 31, 2018

A motion was requested and approved for the Single Audit Report for the 2016-2017 school year.

A motion was requested and approved for UPMC Health Benefits Inc., as the Insurance Advisor for Workers Compensation Insurance for the 2018-2019 school year at a cost of $104,726.00.

A motion was requested and approved for the Seltzer Insurance Agency, Schuylkill Haven, PA as the Insurance Advisor for Property and Liability Insurance for the 2018-2019 school year at a cost or $76,147.00.

A motion was requested and approved to authorize the Business Manager to approve the payment of bills not in dispute after review by the Superintendent, Business Manager and/or Board President as the Board's Representative to review the bills.

A motion was requested and approved for the use of District Facilities  Applications, pending appropriate insurance and facility availability. All Facility Use Applications are contingent upon availability and cannot interfere with District activities or events. Fees will be applied where applicable.

A motion was requested and approved to appoint Dr. Rob Thurich, Ashland, as the School Doctor for the North Schuylkill School District for the 2018-2019 school year at the following rates:
 - Physical Exams: $8.00 per child (same since 2011-2012) IEP Reviews: $8.00 per child (same since 2011-2012) sports Physicals: $2,500 (same since 2011-2012)

A motion was requested and approved to appoint Dr. Frank Blozousky, Frackville, as the School Dentist for the North Schuylkill School District at the rate of $3.00 per child examined for the 2018-2019 school year.

A motion was requested and approved, upon receipt of all appropriate documentation, the employment of Christopher Glessner as Dean of Students, assigned to the elementary school, at a starting salary of $53,900.00, effective for the 2018-2019 school year.

A motion was requested and approved, upon receipt of all appropriate documentation, Heather McGraw as a Substitute Secretary for the summer of 2018 at the rate of $14.50 per hour, retroactive to June 11, 2018.

A motion was requested and approved, upon receipt of all appropriate documentation, the employment of the following individuals as Substitute Custodians for the Summer of 2018 at a rate of $9.50 per hour, retroactive to June 14, 2018:

The following motion items are in accordance with the NSSD/INSEA Collective Bargaining Agreement and District policies and procedures:

A motion was requested and approved for fifteen additional summer work days for all Secondary and Elementary Guidance Counselors with five additional days beginning June 12, 2018, five additional days in July and five additional summer days prior to the start of the 2018-2019 school year. Compensation will be at their daily rate applicable for the school year with which the work is done.

A motion was requested and approved for the issuance of permanent contracts, in accordance with the Pennsylvania Public School Code, to the following temporary professional employees who have completed three years of satisfactory service:

A motion was requested and approved to accept the resignation of Tyler Laudeman, Elementary Special Education Teacher, effective June 12, 2018.

A motion was requested and approved to accept the resignation of Lisa Balkiewicz, Part-Time Secretary, effective June 8, 2018.

A motion was requested and approved to approve an intermittent FMLA leave request for Linda Lazar, Guidance Secretary.

A motion was requested and approved to accept the verbal resignation of Jenielle Weihl, Part-Time Custodian, effective April 24, 2018.

An additional item was requested to be added by Board Member Fletcher to request FMLA Leave for Tracey Sturm starting on 06/05/18.

A motion was requested and approved a Student Discipline Agreement dated May 22, 2018.

A motion was requested and approved for the Gifted Manual (GMDE and GIEP Process — Procedures and Guidelines) for the 2018-2019 school year as presented to the Board.

A motion was requested and approved for a Business Associate Agreement and a Letter of Agreement between Safety Net Counseling, Inc. and the North Schuylkill School District for the provision of B.H.R.S. and Partial Hospitalization Services effective July 1, 2018.

A motion was requested and approved for the purchase of licenses for products and services provided by EdOptions Academy and EdOptions Academy College Pathways at a cost of $67,500.00.

A motion was requested and approved for the Purchase of Education Service Agreement with First Hospital Wyoming Valley, Kingston, PA, effective August 1, 2018.

A motion was requested and approved for a Memorandum of Understanding between Alvernia University and the North Schuylkill School District that allows a 20% discount to all who are pursuing graduate or undergraduate studies for traditional or blended (on campus/online) courses.

A motion was requested and approved to acknowledge the graduation of the Class of 2018 which took place on June 5, 2018. The attached list of students completed all requirements as attested by the principal and diplomas were awarded at the graduation exercises.

A motion was requested and approved for the 2018-2019 Language Instruction Education Program (LIEP) Service Agreement with the Schuylkill Intermediate Unit 29 for a total cost of $10,681.00.

A motion was requested and approved for the attendance of the Varsity and Junior Varsity Boys Basketball Players at an overnight camp from July 13 through July 15, 2018 at Alvernia University, Reading, PA, at no cost to the District.

A motion was requested and approved for the attendance of the Varsity and Junior Varsity Girls Basketball Players at an overnight camp from July 6 through July 8, 2018 at Alvernia University, Reading, PA, at no cost to the District.

A motion was requested and approved for the attendance of the Varsity and Junior High Wrestlers at an overnight camp from July 22 through July 25, 2018 at Kutztown University, Kutztown, PA, at no cost to the District.

A motion was requested and approved, upon receipt of all appropriate documentation, Bob Holmes as an Assistant Girls Soccer Coach for the 2018 Fall Season at a Salary of $1,700.00.

A motion was requested and approved, upon receipt of all appropriate documentation, the following individuals as Volunteer Assistant Girls Soccer Coaches for the 2018 Fall Season:

No old business or new business was reported by Superintendent Robert Ackell.

**Editor's Note - for the following, the names used during the public comment were not printed due to a minor being involved.

PUBLIC COMMENT - A father was in attendance at the meeting and spoke to the board in regards to an incident that involved his child and a teacher earlier in the school year.

The father stated that his student was assaulted by an employee of the district, Shawn Gibbons, a Secondary Health and Physical Education Teacher.

Butler Township handled an incident that occurred on January 11, 2018 and charges were filed January 22, 2018 against Gibbons. Gibbons was charged with harassment involving physical contact (Per Public Magistrate Information).  Gibbons was found guilty on March 26, 2018.

The father's asked the board, "Why is the teacher still employed by the school district?"
