North Schuylkill Board of Directors Meeting Notes - September 2019

On Wednesday, September 18, 2019, the North Schuylkill School Board held their monthly meeting at 7:00pm.

Prior to the start of the Board of Directors meeting, a committee as a whole meeting was held to honor the students of the month for September.

Those students were 
Brynn Wartman (4th Grade) nominated by Ms. Nestor
Lyla Salvadore (6th Grade) nominated by the Fifth and Sixth Grade Teachers
Elizabeth Ennis (9th Grade) nominated by Ms. Dougherty-Wade and Ms. White
Sarah (11th Grade), Regan (8th Grade), and Joseph Campbell (7th Grade) were nominated by Ms. Kline.


During the meeting, the following business items were addressed:

Approved the meeting minutes from previous committee meetings.

Approved the financial reports and check registers

A motion was requested and approved for the a Single Audit Report for the 2017-2018 school year.

Bids for properties that were place on the "repository for unsold properties" were unanimously denied for properties located at 35 South Lehigh Avenue, Frackville (1,365.00 Bid) and 209 East B Street, Girardville ($1,147.00 Bid).

A motion was requested and approved to adopt the resolution as presented, authorizing the issuance of general obligation bonds on a parameters basis to refund the School District's General Obligation Bonds, Series of 2012, Series of 2014 and Series A and AA of 2015, subject to the stated minimum savings.

A motion was requested and approved for a 48 Month Lease Agreement with Complete Document Solutions, LLC for Xerox copiers for a total monthly cost of $3,822.35.

A motion was requested and approved the use of District Facilities.

** SPECIAL NOTE - One of these approvals was the use of Ghosh Field at Spartan Stadium for the Youth Football Game between Ashland and Frackville on October 20th, 2019.

A motion was requested and approved for a proposal from Hummer Turfgrass Systems, Inc., Costars Vendor # 403821 Contract #14 Sports Turf, for Baseball Infield Renovation at a cost of $17,442.00 as presented to the Board.

A motion was requested and approved a proposal from Hummer Turfgrass Systems, Inc., Costars Vendor # 403821, Contract #14 Sports Turf, for Softball Infield Renovation at a cost of $15,875.00 as presented to the Board.

A motion was requested and approved a proposal from TJ McAndrew Excavation & Site Development for eliminating ponding water near the Maintenance Building at a cost of $18,900.00.

A motion was requested and approved for the donation of the grotto at the entrance to the former Cardinal Brennan Campus to St. Joseph's Parish, Frackville, PA. The grotto will be professional removed by the Parish with no costs to the District, including the electrical wiring.

A motion was requested and approved Michael Yablonsky as a teacher for the ACHIEVE After School Program. The rate will be $23.40/hour.

A motion was requested and approved Michelle O'Hearn as an aide for the ACHIEVE After School Program. The rate wilt be $12.00/hour.

A motion was requested and approved a one-time increase of $1,300.00 to Jamie Damiter, Behavior Specialist, for obtaining her Master's Degree and additional job responsibilities.

A motion was requested and approved  the following individual as a Mentor Teacher, at a rate of $500.00 per each inductee, for the 2019-2020 school year: Marina Refi (Mentor) and Jennifer Steiff (Inductee).

A motion was requested and approved the Head Custodian — 2nd Shift Job Description as presented to the Board.

A motion was requested and approved the Accounting Specialist Job Description as presented to the Board.

A motion was requested and approved for the resignation of Melissa Lydent Part-Time Cafeteria Worker, effective August 21 , 2019.

A motion was requested and approved the rate adjustments for the following Part-Time Custodians retroactive to their start date:

Rebecca Higgins - $9.75/hour
Daniel O'Connell - $9.75/hour

A motion was requested and approved for the transfer of assignment for Tammy Evans, Part-Time Custodian from second shift to first shift, pending a written satisfactory evaluation after a one-month probationary period. Her rate will remain the same.

A motion is requested and approve, upon receipt of alt appropriate documentation, the employment of the following individuals as Part-Time Custodians at a rate of $9.75 per hour, pending a written satisfactory evaluation after a 90-day probationary period:

Susan Sematavage (retroactive to September 9, 2019)
Anthony Winkler (effective September 23. 2019)
Eric Hartz (retroactive to September 16.2019)
Tianya Menne (effective September 23, 2019)

A motion was requested and approved for FMLA Leave Request for Tina Hartz, Full-Time Custodial/Maintenance Worker.

A motion was requested and approved , upon receipt of all appropriate documentation, the employment of Michelle Lavelle as an Accounting Specialist at a salary of $50,000.00, pro-rated, pending a written satisfactory evaluation after a 90-day probationary period.

A motion was requested and approved an unpaid Medical Leave of Absence for Angelique Marnell, Part-Time Special Education Aide, effective on or about December 12t 2019 until on or about February 24, 2020.


Field Trip Requests were approved.

A motion was requested and approved, upon receipt of all appropriate documentation, adding the following individual to the roster of School Bus Drivers/Van Drivers/Aides for the 2019-2020 school year: Robert Roche (retroactive to August 22, 2019)

A motion was requested and approved the following Supplemental Position and salary for the 2019-2020 school year.

Jason Kline Play — Tech Director $1250.00

Marcie Ackell, as an Assistant Swim Coach for the 2019-2020 Winter Season at a salary of $2,000.00.

Michael Anthony, as Assistant Boys Basketball Coach for the 2019-2020 Winter Season at a salary of $1 ,850.00.

Kieran Connors, as Assistant Boys Basketball Coach for the 2019-2020 Winter Season at a salary of $2,600.00.

Mick Michalik as Assistant Boys Basketball Coach (9th Grade) for the 2019-2020 Winter Season at a salary of $3,800.00.

William Bracey, as a Volunteer Assistant Boys Basketball Coach for the 2019-2020 Winter Season.

Jake Damiter, as Assistant Boys Basketball Coach for the 2018-2019 Winter Season at a salary of $1,550.00.

Joe Conley, as Assistant Boys Basketball Coach for the 2019-2020 Winter Season at a salary of $2,300.00.

Ed Tarantelli, as an Assistant Wrestling Coach for the 2019-2020 Winter Season at a salary of $2,150.00.

Scott Yagielniskie, as an Assistant Wrestling Coach for the 2019-2020 Winter Season at a salary of $1,700.00.

Tom Edwards, as an Assistant Wrestling Coach for the 2019-2020 Winter Season at a salary of $2,000.00.

No old business or new business was presented.

During the public portion of the meeting, two individuals spoke in regards to receiving letters from the Schuylkill County Tax Claim about property sales being approved at the both.

According to the board, both were improperly notified by the Tax Claim office that the properties they were bidding on. The board informed both to contact the Tax Claim office.

The meeting was adjourned with the next Committee Meetings scheduled for October 9th, 2019 at 7:00pm, the Committee as a Whole on October 16, 2019 at 6:30pm, and Board of Directors Meeting scheduled for 7:00pm on October 16, 2019.
