Lebanon County Man Charged with Strangulation Following Domestic Assault in Pine Grove

A Lebanon County man is facing felony charges after Pennsylvania State Police say he assaulted a woman during a domestic incident in Pine Grove Borough early Thursday morning.

According to court documents, Delson Westley Mitchell, 26, of Lebanon, was charged on June 18 with felony strangulation, misdemeanor simple assault, and a summary count of harassment.

State police were dispatched to a residence on the 100 block of North Tulpehocken Street at approximately 1:36 a.m. for a report of a physical domestic disturbance. According to an affidavit of probable cause, troopers learned that an argument involving Mitchell and another family member escalated when a woman attempted to intervene.

Police said the woman told investigators that Mitchell grabbed her by the arm and throat, threw her to the ground, and attempted to choke her with his hand. While she was on the ground, she alleged that Mitchell stomped on her head with the bottom of his foot before leaving the residence.

Troopers reported observing fresh contusions to the woman's head, arm, and neck, as well as minor bleeding from her forehead.

Mitchell was arraigned before on-call Magisterial District Judge Anthony Kilker, who set bail at $50,000. He was initially committed to Schuylkill County Prison after being unable to post bail. Court records indicate that bail was later posted through a professional bondsman.

A preliminary hearing is scheduled for July 2, 2026, before Magisterial District Judge Anthony Kilker.
