Patrick Higgins, Miller Brothers’ director of development, confirmed the leases in an interview with Skook News and said construction has begun on the development.
The Texas Roadhouse lease was signed a couple of months ago, while the Starbucks lease was finalized in recent weeks, Higgins said.
“Our focus and concentration was getting these two leases done and up and running,” he said.
Higgins said the opening timelines for the two businesses are generally aligned, although May 2027 remains a tentative target.
“Hopefully, we don’t have a bad winter here, but that would be the target date as of now,” Higgins said.
He added that the schedule could shift as the projects move forward.
Skook News previously contacted Texas Roadhouse’s public relations team in early 2026. At the time, the company expressed enthusiasm about joining the Schuylkill County community but had not confirmed its plans for the site.
“We are very excited to join the Schuylkill County community! We look forward to providing Legendary Food and Legendary Service,” the company said in that statement.
Higgins said the Indian Rock Landing project has been in the works for about three years, with the property purchased around May 2023.
Since then, the development process has included seeking tenants, completing engineering work and obtaining land development and PennDOT approvals.
“So it’s never a quick process; it’s a slow process,” Higgins said.
With those approvals in place and the first two leases signed, construction is now underway.
Two additional pad sites remain available for future businesses at Indian Rock Landing. Higgins said Miller Brothers is seeking tenants for the rest of the development.
Asked whether the company was currently talking with prospective tenants for those sites, Higgins responded, “Not really.” He explained that the focus had been getting Texas Roadhouse and Starbucks signed and their projects moving.
Higgins acknowledged that bringing national businesses to the area can be challenging, but said he is optimistic about the two tenants.
“Our area sometimes is a challenge to bring some national tenants and national users to, but we’re glad they saw the potential in the property,” he said.
