Cumbola Man Expected to Face Charges After Attempting to Flee Police in Roofless Jeep


A Cumbola man is expected to face multiple charges after police say he attempted to flee during a traffic stop in a Jeep with no roof, no windshield, and no registration late Monday evening.
According to Blythe Township Police, the incident occurred on November 17, 2025, around 7:16 p.m., when an officer traveling west on Market Street observed a blue Jeep-style vehicle traveling south on Wood Street. The Jeep drew immediate attention—police noted it had no roof, no front or rear windshield, no rear lighting, and no visible registration plate.

As the Jeep crossed Market Street, the officer activated emergency lights and siren in an attempt to conduct a traffic stop. Instead of stopping, the operator reportedly accelerated and continued down Wood Street, eventually turning right onto Bob Alley without signaling. The driver continued about halfway down the alley before again failing to signal and turning into an open garage.

Police made contact with the driver, who was identified as David Horter, 59, of Cumbola, through a valid Pennsylvania driver’s license. Officers gave verbal commands for Horter to exit the vehicle, which he did before being taken into custody.

A closer inspection of the Jeep found it lacked both a registration plate and an inspection sticker. Police located a VIN plate identifying the vehicle as a 1994 Jeep registered to Horter, with a registration that had expired on March 31, 2022.

While being detained, Horter allegedly made a spontaneous statement to the officer, claiming he was only driving the Jeep to “help a friend who was stuck in the woods.” He also stated unprompted that the officer was “allowed to tow the vehicle” from his garage.

Towing services were dispatched, and the Jeep was removed from the property. Horter was transported to the Blythe Township Police Department for processing.

Police consulted with on-call Magisterial District Judge Serina, after which Horter was released pending charges to be filed by summons.

Expected charges include fleeing or attempting to elude police and multiple traffic-related violations.
