According to U.S. Attorney Brian D. Miller, the indictment charges Primativa Soto-Martinez, 35, with providing and attempting to provide contraband to an inmate, and Forrest Gilmore, 30, with possession of contraband as an inmate.
Federal prosecutors allege that on or about July 6, 2025, Soto-Martinez, a New York resident, brought two bundles containing buprenorphine, a Schedule III controlled substance, into FCI–Schuylkill. She is accused of attempting to pass the drug to Gilmore, who was incarcerated at the facility at the time.
The investigation was conducted by the Federal Bureau of Investigation (FBI) and the Federal Bureau of Prisons Special Investigative Service. The case is being prosecuted by Assistant U.S. Attorney Tatum R. Wilson.
If convicted, both defendants face a maximum penalty under federal law of up to five years in prison, a term of supervised release, and a monetary fine. Sentencing would be determined by a federal judge following a review of federal statutes and the Federal Sentencing Guidelines.
