North Schuylkill Board of School Directors Public Meeting - 04/18/18

The April public meeting of the North Schuylkill Board of School Directors was held on Wednesday, April 18, 2018 at 7:00pm.

Prior to the start of the meeting, the Board of School Directors held a brief executive meeting in regards to litigation.

All members were present with the exception of Roy Green.

The minutes from the previous meetings were approved.

A motion was requested and approved for the financial reports and check registers.

A motion was requested and approved for a Real Estate Tax Exemption for a Disabled Veteran for parcel # 14-09-011-14.000, in accordance with tax exemption regulations specified in House Bill 1878, dated March 17, 1978.

A motion was requested and approved for a Real Estate Tax Exemption for a Disabled Veteran for parcel # 30-07-0009.001 , in accordance with tax exemption regulations specified in House Bill 1878, dated March 17, 1978.

A motion was requested and approved for the Consent for Compromise of Taxes on the following property: 45=08-0054.000

A motion was requested and approved for the proposal from DM2 Security, Frackville, PA, for security camera equipment, wire and installation for the North Schuylkill Elementary School at a total cost of $11 ,975.00.

A motion was requested and approved for a stipend of $500 to Lonnie Carl, Director of Buildings and Grounds, for his Pesticide Certification.

A motion was requested and approved for the Act 93 Management Plan effective July 1, 2018 through June 30, 2021.

A motion was requested and approved for an Administrative Internship for Tabitha Farrone, Elementary Teacher with Missy Whitaker, Elementary Principal and Janel Hansbury, Assistant Elementary Principal for the remainder of the 2017-2018 school year and part of the 2018-2019 school year.

A motion was requested and approved, upon receipt of all appropriate documentation, the employment of the following individuals as lifeguards and/or swim instructors at the Junior/Senior High School Swimming Pool at a rate of $8.50 per hour:(Board Member's Charles Hepler and  Thomas Fletcher abstained from the vote)

A motion was requested and approved, upon receipt of all appropriate documentation, the following individuals as Extended School Year (ESY) in accordance with the NSSD/NSEA Collective Bargaining Agreement and District policies and procedures:

Instructors at their per diem rate from June 19, 2018 through July 26, 2018:

Amanda Brobst, Kaitlin Stramara, Matt Wislosky, Amy Ryder (Speech), Leanne Mogish (OT), Mary Lang, Ann Subick, Amanda Pavalko (Speech), Paula Miernicki (OT), Mike Evans (Social Worker)

A motion was requested and approved for childbearing/childrearing leave/FMLA request for Melissa Lorady, Secondary Guidance Counselor, effective on or about August 21, 2018, until on or about October 2, 2018. She will then be on an FMLA Leave on an intermittent basis.

A motion was requested and approved, upon receipt of all appropriate documentation, the following individuals as Extended School Year (ESY) Paraprofessionals at the rates listed from June 19, 2018 through July 26, 2018, in accordance with the NSSD/NSESPA Collective Bargaining Agreement and District policies and procedures.

A motion was requested and approved to accept the verbal resignation of Stephanie McGinley, Part-Time Cafeteria Worker effective March 29, 2018.

A motion was requested and approved to accept the notice of intent to retire from Carol Paul, Part-Time Cleaning/Custodial Worker effective May 31 , 2018.

A motion was requested and approved for an agreement with Bloomsburg University to use the North Schuylkill School District as a clinical site for the Nursing BSN/MSN Programs.
A motion was requested and appproved for The Nutrition Group as the District's Food Service Provider for the 2018-2019 school year with a projected profit of $23,187.17

A motion was requested and approved, upon receipt of all appropriate documentation, Carson Long as a Volunteer Varsity/Junior High Track Coach for the 2018 Spring Season.

A motion was requested and approved, upon receipt of all appropriate documentation, Ty Wartman as Head Boys Basketball Coach for the 2018-2019 Winter Season at a salary of $4,300.00.

A motion was requested and approved, upon receipt of all appropriate documentation, Linda Jones as Head Swimming Coach for the 2018-2019 Winter Season at a salary of $5,650.00.

A motion was requested and approved, upon receipt of all appropriate documentation, Rich Wetzel as Head Girls Basketball Coach for the 2018-2019 Winter Season at a salary of $3,250.00.

A motion was requested and approved, upon receipt of all appropriate documentation, Leah Briggs as a Wrestling Cheerleading Advisor for the 2018-2019 Winter Season at a salary of $2,750.00.

A motion was requested and approved, upon receipt of all appropriate documentation, Donna O'Neill as a Basketball Cheerleading Advisor for the 2018-2019 Winter Season at a salary of $2,800.00.

A motion was requested and approved, upon receipt of all appropriate documentation, Melissa Tenaglia as a JV Basketball Cheerleading Advisor for the 2018-2019 Winter Season at a salary of $2,000.00.

A motion was requested and approved, upon receipt of all appropriate documentation, Corey Fetterolf as Head Wrestling Coach for the 2018-2019 Winter Season at a salary of $3,400.00.

A motion was requested and approved to accept the resignation of Christen Jansson, Head Girls Volleyball Coach effective immediately.

A motion was requested and approved for a trip request for members of the NS Speech & Debate Team to attend the National Competition in Washington, D.C. on May 25 — 27, 2018. The students representing the District are Zebulon Thompson and Gabrielle Holmes. Transportation is provided by the local Speech & Debate Chapter.

A motion was requested and approved for a Memorandum of Understanding with the Butler Township Police Department for policies and procedures, as presented to the Board.

A motion was requested and approved for the second reading of the following revised policies:
906 — Public Complaint Procedures
221.1 — Standard Dress Code 108 — Adoption of Textbooks 109 — Resource Materials.

UPDATE:  04/27/2018 - These approved changes include
1. Shirts can now have intersecting lines.
2. Pants, Shorts, skirts, and jumpers can now be worn in OLIVE GREEN in addition to navy, black, brown, gray, white, or khaki. Pants CANNOT have any lines one them. No flannel pants are allowed.
...
3. No garment of any kind is permitted with any holes. This would include sweaters and camisoles that sometimes have holes as a design.
4. Students can wear suits, blazers, sport coats, and ties.
5. No coats should be worn at any time in the building.

A motion was requested and approved the Schuylkill Intermediate Unit 29 Program Budget as presented and that the Secretary be directed to notify the proper authorities of the decision made by the Board of Education concerning this action. North Schuylkill's share of the IU Program Budget for 2018-2019 is $0.00. [North Schuylkill's share for the 2017-2018 school year was $0.00.] Board Member Ed Balkiewicz abstained from the vote.

In new business, Board President Chaz Hepler made a new motion to authorize the district solicitor to defend the appeals of the board of education's decisions with respect to disciplinary action consisten with the executive session held prior to the public meeting.  The motion was approved.

No members of the public were present other than the press from the Republican Herald and Skook News.

The public meeting is scheduled for May 15, 2018 at 7:00pm.

Prior to the Public Meeting, the Committee of the Whole meeting was held where Elementary Principal Janice M. Whitaker and Assistant Principal Janel Hansbury recognize the following students of the month.
