
A woman has been cited for animal neglect after authorities say she failed to properly care for a puppy she adopted from a local animal rescue organization.
According to the East Union Township Police Department, 50-year-old Andrea Youmans adopted a small-breed puppy from Coal Mountain Animal Rescue on March 16, 2025. The rescue confirmed the puppy was in good health at the time of adoption, and Youmans was provided with dog food the following day.
However, after reportedly refusing to make the required payment for the puppy, the animal was reclaimed by the rescue. When the puppy was returned, it showed visible signs of neglect, including significant weight loss and protruding ribs, according to police.
Officials said the condition developed during the 14 days the animal was in Youmans’ care.
