A 20-year-old Frackville man is facing multiple charges after allegedly leading police on a pursuit through borough streets earlier this month while riding an unregistered all-terrain vehicle.
Logan Kenneth Payne has been charged with fleeing or attempting to elude law enforcement, reckless driving, and several traffic violations stemming from an incident that occurred on May 14, 2025.
According to police, at approximately 4:10 p.m., an officer on patrol observed a green ATV with two individuals aboard near the intersection of North Lehigh Avenue and East Spring Street. Upon noticing the patrol vehicle, the operator of the ATV—later identified as Payne—allegedly fled the scene, prompting the officer to activate emergency lights and sirens.
The ATV reportedly traveled east on East Spring Street before entering North Cherry Street in the wrong direction. Police say Payne drove recklessly through an area near the Sisters Early Learning Daycare, which was actively dismissing children at the time.
The pursuit continued through several borough streets, with Payne allegedly failing to stop at multiple posted stop signs at intersections including East Pine Street and North Railroad Avenue, John Street and North Bell Street. The chase eventually led the ATV off-road onto an old railroad bed, where Payne successfully evaded police for the time being.
Following the incident, police identified Payne through video surveillance and eyewitness accounts.
Law enforcement later made contact with both Payne and his passenger. The pair were still wearing the same clothing seen during the incident and in surveillance footage.
As a result of the investigation, Payne is facing the following charges:
- Fleeing or Attempting to Elude Police Officer (M2)
- Driving the Wrong Way on a One-Way Street
- Failure to Stop at Stop Signs (3 counts)
- Driving an Unregistered Vehicle
- Operating a Vehicle Without Required Financial Responsibility
- Careless Driving
- Reckless Driving
A preliminary hearing for Payne is scheduled for July 2, 2025.
No injuries were reported in the incident. The passenger, Robert Jenkins, has not been charged at this time.
