Naked Man Arrested in Shenandoah for Indecent Exposure and Corruption of Minors


A Reading man is facing multiple charges after police say he was found naked and intoxicated while chasing people in a Shenandoah neighborhood Friday night.
Monzel Marcellus Collins III, 50, of Reading, was taken into custody on June 27, 2025, after officers responded to a report of a nude man in the 100 block of West Cherry Street around 8:57 p.m.

According to an affidavit of probable cause filed by Shenandoah police, Patrolman Parker-Petrus and Patrolman Applegate were dispatched to the area after a caller reported the suspect was chasing people while unclothed.

When officers arrived, they located a black Nissan stopped in the intersection of Cherry and Jardin streets. Police say Collins was found asleep behind the wheel, completely nude, with a nearly empty bottle of Jack Daniels whiskey on the passenger seat. Officers reported detecting the odor of alcohol on his breath.

Police interviewed a witness who told investigators that she confronted Collins outside her home. According to the witness, Collins said, “You want some of these goods?” while motioning toward his genitals. The victim began recording the incident on her cellphone and declined the advance.

The victim's 8-year-old daughter was also present and observed Collins nude, police said.

Collins was charged with:
  • Corruption of Minors (F3)
  • Indecent Exposure (M1)
  • Open Lewdness (M3)
  • Disorderly Conduct – Hazardous/Physically Offensive Condition (M3)
  • Restrictions on Alcoholic Beverages (S)
He was arraigned by Magisterial District Judge Anthony Kilker and committed to Schuylkill County Prison on $25,000 straight cash bail.

Collins remains incarcerated. A preliminary hearing is scheduled for July 10, 2025.
