According to Frackville Police, the incident occurred on September 14, 2025, around 11:30 p.m., when police initiated a stop on a Toyota Corolla for a headlight violation.
The driver, identified as Richard Jayden Ramos Jr., 20, of Frackville, allegedly refused multiple commands to provide identification and exit the vehicle. Officers attempted to assist him out of the car, but he resisted, leading to a physical struggle.
During the encounter, police say his younger brother, Matthew Leo Ramos, 18, of Frackville, who was seated in the back seat, reached forward to physically restrain Richard in his seat. Matthew was also observed trying to start the vehicle, apparently attempting to help his brother flee the scene.
Additional police units from Butler Township, West Mahanoy Township, Mahanoy City, and Shenandoah responded to assist.
Richard Ramos Jr. was eventually removed from the vehicle and taken into custody for identification before being released from police custody. He was charged with:1
