Pottsville Man Charged Following Alleged Indecent Exposure Near High School


POTTSVILLE, Pa. — A Pottsville man has been charged in connection with an alleged indecent exposure incident reported near Pottsville Area High School in November 2025.
According to court documents, Javier Morales-Febles, 47, of Pottsville, was charged on January 5th, 2026, by Pottsville Police with indecent exposure, a misdemeanor of the second degree.

Police state that on November 13, 2025, at approximately 8:20 a.m., officers were dispatched to Pottsville Area High School, located at 1600 Elk Avenue, for a report of indecent exposure.

The victim reported that while walking to school he was yelled at by a male seated inside a vehicle and motioned to come closer. The vehicle was described as a larger car with tinted windows parked in the Alumni Field parking lot, facing north toward Laurel Boulevard.

According to the affidavit of probable cause, the victim stated the male appeared to be a middle-aged white male with a lighter-colored beard, glasses, and bald or balding hair. The victim reported that the man lifted himself upward inside the vehicle and exposed his genitals while masturbating, and that the man did not appear to be clothed during the incident.

Through investigative efforts, police report that the victim positively identified Morales-Febles as the suspect through a JNET photographic lineup.

Investigators also conducted follow-up work at Perception Early Learning, located at 1265 West Laurel Boulevard, where it was learned that a similar vehicle had been parked in the same location for two consecutive days at approximately the same time. Surveillance images from the business reportedly showed a blue Chevrolet Malibu with fully tinted windows.

Additional camera footage was obtained from both Perception Early Learning and Pottsville City Hall cameras. Police say the images showed the vehicle traveling east on Laurel Boulevard, continuing through Progress Avenue, and turning north onto Terry Reiley Way, where no further camera coverage was available.

A preliminary hearing in the case is scheduled for February 9, 2026, before Magisterial District Judge James Reiley.
