Former Schuylkill County Man Wanted on Megan’s Law Violation, Warrant Issued


An arrest warrant has been issued for a former Ashland man accused of failing to comply with Pennsylvania’s Megan’s Law requirements.

Jeffrey Michael Carney, 53, of Ashland, was charged by Ashland Police through the office of Magisterial District Judge Edward Tarantelli.

According to court documents, Carney is charged with one count of Failure to Verify Address/Be Photographed, a felony of the first degree. The listed offense date is March 5, 2025.

An affidavit of probable cause states that on February 17, 2026, police received an investigation request from the Pennsylvania State Police Megan’s Law Unit regarding Carney’s compliance status. Officers went to his last known registered address on Market Street in Ashland but received no answer.

Police later made contact with a tenant at the residence who reportedly told officers that Carney had not lived there in over a year and may be in Virginia.

Under Megan’s Law requirements, offenders must report any change of address within three business days and comply with verification requirements, including appearing for required photographs.

Court documents indicate Carney has been required to report under Megan’s Law since November 17, 2010. The affidavit also notes he was previously convicted in New York for sexual contact with an individual under the age of 14.

A warrant has been issued for Carney’s arrest.
