A proposed agreement between the Pottsville Bureau of Police and U.S. Immigration and Customs Enforcement was tabled Monday night after a divided discussion among city officials.
During the council meeting, Resolution 80 was introduced to approve a memorandum of agreement that would allow local police to perform certain immigration enforcement duties under the federal 287(g) task force model.
Councilman Scott Price made a motion to table the resolution, citing the need for additional information before moving forward. He specifically pointed to unanswered questions regarding potential reimbursements and liability concerns. Price also said he wanted to speak directly with members of the police department to better understand their perspective on the program.
Councilman Jonathan Marsh seconded the motion.
The discussion that followed revealed a clear divide among council members.
Councilman Andy Wollyung opposed tabling the measure, stating he would prefer an immediate vote against the agreement. He described the issue as a federal responsibility that should not become a local burden and raised concerns about officer safety and the potential moral impact on the community.
In contrast, Mayor Tom Smith voiced support for the agreement. He argued that participation in the program would provide valuable training for officers, particularly in handling situations that may arise during traffic stops. Smith also noted that federal immigration authorities are already active in the area and said the agreement would improve coordination between local and federal agencies.
Additionally, the mayor referenced potential financial incentives tied to the program, including a $100,000 bonus and approximately $7,500 per officer for training, which he said could be used for equipment and vehicle needs.
Following the discussion, council voted 3-2 to table the resolution. Voting in favor of tabling were Councilwoman Botto, Councilman Price, and Councilman Wollyung. Voting against tabling were Councilman Marsh and Mayor Smith.
The resolution is expected to return for further consideration at a future meeting once additional information is gathered.
