Pottsville Man Charged After Alleged Unauthorized Gambling Transactions on Victim’s Bank Account

A Pottsville man is facing multiple felony charges after Pennsylvania State Police say he used another person’s bank account without permission to fund online gambling activity.
According to an affidavit of probable cause filed by the Pennsylvania State Police at Schuylkill Haven, Randy Guy Williams Jr., 39, of Pottsville, is accused of making a series of unauthorized transactions from a Santander Bank account belonging to a victim.

The investigation began on April 27, 2022, when the victim reported fraudulent transactions on their account. The victim told police they had been incarcerated in Schuylkill County Prison from February 2, 2022, to April 8, 2022, and did not authorize any of the activity.

Police allege the first fraudulent transaction occurred on February 14, 2022, totaling $50 through Wind Creek Play, an online gaming platform associated with Wind Creek Casino. Additional transactions were reportedly made through other online gambling services, including Borgata Play, BetMGM, and PlayPlusGo.

During the investigation, troopers conducted a phone conference on January 8, 2025, with a representative from Sightline Payments, a digital payment provider used by online gaming platforms. The representative reportedly identified activity linking the victim’s account to an account associated with Williams, including matching transaction patterns and dates that aligned with gambling activity.

Authorities allege that between February 2, 2022, and April 8, 2022, Williams used the victim’s bank account to withdraw a total of $6,553 for online gambling without the victim’s consent.

Williams has been charged with access device issued to another who did not authorize use, identity theft, theft by unlawful taking, and receiving stolen property, all felonies.

As of this posting, Williams has not yet been arraigned on the charges.
