Reading Man Accused of Using Woman’s Debit Card for More Than $1,300 in Unauthorized Purchases in Schuylkill County


A Reading man is facing felony charges after Pennsylvania State Police say he used another person’s debit card to make more than $1,300 in unauthorized purchases after the card was reported missing in Schuylkill County.
According to court documents, Alexis Ortiz, 39, of Reading, has been charged by Pennsylvania State Police at Frackville with felony access device issued to another who did not authorize use, felony criminal use of a communication facility, and misdemeanor theft of property lost by mistake.

The investigation began on June 5, 2023, when Troopers were dispatched to a report of a theft/fraud. According to the affidavit of probable cause, the victim told investigators she realized her ACAC debit card was missing on June 3, 2023, and discovered eight fraudulent purchases made between May 30 and June 1, 2023.

Police say the unauthorized transactions totaled $1,304.02 and were connected to several businesses, including:
  • FragranceNet.com – one transaction totaling $270.26
  • eBay – four transactions totaling $636.66
  • Shein – three transactions totaling $64.03
  • Comcast Three Rivers – one transaction totaling $9.95
  • AT&T bill payment – one transaction totaling $323.12

According to the complaint, investigators obtained subpoenas related to several of the purchases. Police said records from Comcast and AT&T linked information connected to the transactions to accounts associated with Ortiz.

Investigators also reported that eBay records showed purchases for automotive parts and accessories, including items for an Acura vehicle. Police said additional records and searches connected Ortiz to the investigation.

Charges were filed on June 17, 2026, through Magisterial District Judge Casimir T. Kosciolek’s office. Ortiz is scheduled for a preliminary hearing on July 28, 2026, at 3:00 p.m.
