According to court documents filed Wednesday, July 15, 2026, Pennsylvania State Police at Frackville have charged Joseph Steven Zendrosky, 48, of St. Clair, with felony counts of theft by unlawful taking and receiving stolen property, along with unauthorized use of a motor vehicle and a summary charge of driving with a suspended license.
Police say the Caterpillar 938M wheel loader was taken from a gravel lot in the 100 block of Mount Olive Boulevard, in William Penn, on July 11.
The owner of Dan Shingara Enterprise contacted state police on July 13 to report the theft. Investigators were told that GPS tracking software installed on the loader showed it was transmitting from a property on Herald Road in Shenandoah.
Troopers responded to that location, where the owner confirmed the stolen loader was present, according to the affidavit of probable cause.
Police allege surveillance video from the Mount Olive Boulevard property showed Zendrosky operating the loader and traveling east on Mount Olive Boulevard around 1:18 p.m. July 11. Additional surveillance footage allegedly showed him operating the loader on Herald Road approximately 30 minutes later before parking it nearby.
Investigators said attempts to contact Zendrosky were unsuccessful.
As of Wednesday afternoon, Zendrosky had not been taken into custody.
