Clifton Laron Williams, 48, of Shenandoah, is charged with one felony count of failure to register with the Pennsylvania State Police under Pennsylvania's sex offender registration law. Court records show the charge was filed Wednesday, August 19, 2026, through Magisterial District Judge Edward Tarantelli's office.
According to an affidavit of probable cause filed by Pennsylvania State Police at Frackville, Williams appeared at the barracks around 7:18 a.m. on August 6 to update his employment information and add a new vehicle to his registration requirements.
Police said Williams told investigators that he was no longer employed by Integrity Staffing Solutions in Hazle Township, Luzerne County, but could not provide the date he stopped working there.
According to the affidavit, Pennsylvania's Sexual Offender Registry Tool indicated Williams began working at the company on January 28, 2026. Williams allegedly told police he was still employed by People Ready in Wilkes-Barre and had recently obtained additional employment.
Investigators said Williams reported beginning work for Amazon as a picker in Hamburg on July 29, 2026.
According to police, Williams acknowledged that he failed to report the employment change within 72 hours, allegedly telling investigators he wanted to update his vehicle and employment information at the same time.
Williams told police that he and his wife had purchased a new vehicle and provided a Pennsylvania Department of Transportation form.
State Police reviewed Williams' registration history and reported finding seven previous "Active - Non-Compliant" statuses dating back to 2013. Police said Williams is classified as a pre-SORNA out-of-state offender.
Investigators contacted the Pennsylvania State Police Megan's Law Unit on August 10. According to the affidavit, police were advised that Williams' prior non-compliant statuses resulted from alleged failures to appear for verification within required timeframes.
Police then contacted Integrity Staffing Solutions on August 18 and were reportedly told Williams had not been employed by the company since February 10, 2026.
Later that morning, investigators contacted asset protection at the Amazon Fulfillment Center in Hamburg and learned that Williams had been hired on July 26, according to the affidavit.
He was arraigned Wednesday afternoon before Tarantelli and released on $15,000 unsecured bail. A preliminary hearing is scheduled for September 2.
Williams is charged with failure to register with PSP, graded as a second-degree felony.
