The Pennsylvania Department of Environmental Protection (DEP) will host a public meeting and hearing regarding a proposed modification to the Liberty Soils Biosolids Management Facility in Reilly Township, Schuylkill County.
The event is scheduled for Wednesday, June 4, 2025, from 6:00 PM to 9:00 PM at the Tremont Borough Municipal Building, located at 139 Clay Street, Tremont. DEP Waste Management representatives will be present to answer questions and collect public feedback.
Liberty Soils is seeking a permit modification that would increase its maximum daily biosolid processing capacity. The facility currently operates under a permit allowing it to handle 300 wet tons per day. The proposed modification would raise the cap to 500 wet tons per day, although the monthly average would remain limited to 300 wet tons per day.
The evening will begin with a public meeting from 6:00 PM to 7:50 PM, during which residents can ask questions and receive information about the project. A formal public hearing will follow at 8:00 PM, giving community members an opportunity to provide testimony.
Individuals wishing to testify are encouraged to submit a written notice of intent to Patti Monahan, Regional Communications Manager, via email at pamonahan@pa.gov. While pre-registration is encouraged for planning purposes, DEP will accept requests up to the day of the hearing. Those who register in advance will be given priority on the speaking agenda. Testimony will be limited to three minutes per person to ensure everyone has the opportunity to speak.
Both oral and written comments will be given equal weight in DEP's decision-making process.
Residents requiring accommodations due to a disability should contact Patti Monahan or reach out to the Pennsylvania Hamilton Relay Service at (800) 654-5984 to coordinate necessary support.
