According to court documents, Ashland Police Officer Dan Weikel filed charges on September 8, 2025, against Trisha Lynn Howard, 43, of Shamokin, for alleged offenses dating back to May 16, 2025.
Howard is charged with one felony count of Aggravated Cruelty to Animals – Causing Serious Bodily Injury or Death, multiple misdemeanor counts of Neglect of Animals and Cruelty to Animals, and several summary charges. In total, 31 counts were filed.
Police said they were called to 1539 West Centre Street around noon on May 16 after building manager Don Kuntz conducted an eviction. Kuntz told police that the apartment was left in deplorable condition, filled with garbage, feces, and evidence of long-term neglect.
Inside, officers found two severely malnourished dogs and learned that eight cats had also been living in the apartment. The cats fled during the eviction but were later captured by a rescue group working with the SPCA. All of the animals were described as undernourished and in poor health.
Both dogs were evaluated at Shadow Veterinary Hospital. Veterinarians reported severe dehydration and advanced dental disease. One of the dogs, described as black in color, had to be euthanized due to its deteriorated condition. The second dog, tan and white in color, suffered a severe neck abrasion consistent with being tied or chained for extended periods.
Officer Weikel wrote in the affidavit of probable cause that Howard was the sole owner and caretaker of the animals. Charges were filed based on witness accounts, veterinary evaluations, and the results of the investigation.
Howard is wanted by Ashland Police on the charges.
