A Shenandoah man is facing numerous felony charges following an investigation by local police and Schuylkill County Children and Youth Services.
According to court documents, Shenandoah Borough Police were notified in December 2025 through a report submitted to ChildLine, Pennsylvania’s child abuse reporting system. Authorities then coordinated with Schuylkill County Children and Youth Services to investigate the allegations.
Police say the investigation involved a juvenile female, whose identity is being withheld. Information outlined in the affidavit of probable cause alleges a pattern of abuse beginning in 2014 when the juvenile was just 5 years old. During the initial report and questioning, investigators stated that the juvenile victim was visibly pregnant. Officials reported that the victim later gave birth in February 2026.
As a result of the investigation, Luis Javier Perez, 25, of Shenandoah, has been charged with multiple offenses, including rape, rape of a child, statutory sexual assault, aggravated indecent assault, incest, corruption of minors, and indecent exposure.
Perez was arraigned by Magisterial District Judge Anthony Kilker and committed to Schuylkill County Prison in lieu of $275,000 straight cash bail.
All charges are allegations, and Perez is presumed innocent unless and until proven guilty in a court of law.
A preliminary hearing is expected to be scheduled at a later date.
