A multi-agency narcotics investigation spanning several years has resulted in the seizure of large quantities of illegal drugs, firearms, and cash, along with the arrest of two Berks County men on numerous felony charges.
According to the Pennsylvania State Police Troop L Vice Unit, investigators worked alongside the Schuylkill County Drug Task Force and the Berks County District Attorney’s Drug Task Force in an extensive investigation into a large-scale drug trafficking operation believed to be distributing narcotics throughout both Berks and Schuylkill counties.
On June 4, 2026, members of the Pennsylvania State Police, Reading City Police Department, Berks County Drug Task Force, and Schuylkill County Drug Task Force executed search warrants at two apartments located in the 00 block of North 4th Street in Reading and the 00 block of South Miller Street in Shillington Borough.
Authorities reported the searches resulted in the seizure of a substantial amount of drugs, firearms, and cash. Combined totals from the locations included:
- $6,963 in U.S. currency
- Nine pistols
- Two shotguns, including one reported stolen
- An armored plate carrier
- 210 bags of heroin
- 411 grams of bulk heroin
- 176 grams of fentanyl
- 177 grams of cocaine
- 642 fentanyl pills (M-30)
- 445 ecstasy pills
- 3,732 grams of methamphetamine
- 100 grams of psilocybin mushrooms
- 473 grams of marijuana
- 530 bags of processed THC edibles
- 24 grams of crack cocaine
As a result of the investigation, Keith Culbert, 45, of Reading, was charged with seven counts of possession with intent to deliver, 11 counts of persons not to possess firearms, and additional related offenses. He was committed to Berks County Prison after bail was set at $500,000 cash.
Eddie Feliciano, 42, of Reading, was charged with four counts of possession with intent to deliver, seven counts of persons not to possess firearms, and related offenses. He was committed to Berks County Prison on $300,000 cash bail.
