Vince Edward Layton, 37, of Ringtown, has been charged with misdemeanor indecent exposure and the summary offense of public drunkenness and similar misconduct. Court records show the charges were filed Tuesday, August 18, 2026, before Magisterial District Judge Anthony J. Kilker.
According to a criminal complaint filed by Pennsylvania State Police at Frackville, the incident occurred around 8:00 a.m. on May 5, 2025, near a child development center at 125 East Centre Street in Shenandoah.
Police allege Layton exposed his genitals and urinated near a semi-trailer next to the building. The complaint states the alleged conduct occurred in a public place where other people were present and under circumstances in which he allegedly knew or should have known the conduct was likely to offend, affront or alarm others.
According to the affidavit of probable cause, troopers were called to Shenandoah for a report of a suspicious man and began searching the area.
While responding, troopers spotted a man matching the description walking south on North Main Street. Police said the man was yelling, talking to himself and acting erratically. Troopers made contact with him and identified him as Layton using identification he provided.
Police then spoke with an employee of the child development center, who told investigators she had arrived at the facility and was waiting for children to arrive when she noticed a man walking around the parking lot, talking to himself and acting erratically.
The employee told police she saw the man walk next to a semi-trailer and urinate near the building. According to the affidavit, the man remained in the area for approximately 10 to 15 minutes before walking back toward Main Street.
Police said the employee later positively identified Layton as the man she had seen outside the center.
Layton is scheduled to appear before Judge Kilker on October 1, 2026, at 9:30 a.m.
