Ashland Woman Wanted on Drug Delivery Resulting in Death and Involuntary Manslaughter Charges

An Ashland woman is wanted in Northumberland County on Drug Delivery Resulting in Death of and Involuntary Manslaughter Charges.

According to court documents, Victoria Mowry, 30, of 1423 Centre Street, in Ashland is wanted by Mount Carmel Borough Police on charges of Drug Delivery Resulting in Death, Conspiracy to commit Drug Delivery Resulting in Death, possession with intent to deliver a controlled substance, conspiracy possession with intent to deliver a controlled substance, and involuntary manslaughter.

The charges stem from an investigation into the death of 15-year-old Ricky Payne on April 6th, 2023.

Payne's death was investigated and after an autopsy at Lehigh Valley Cedar Crest, to have been caused by a fentanyl and xylazine toxicity.

The investigation found that Mowry sold the fentanyl to Payne's 21-year-old brother, Christopher Payne, who is also facing the same charges. 

Christopher turned himself into police on Tuesday, July 11th and was arraigned by Magisterial District Judge William Cole. and locked up in Northumberland County Prison on $150,000 straight cash bail.
