SHENANDOAH - A Ringtown man is facing multiple misdemeanor charges following the theft of police uniforms from the Shenandoah Police Department in early December.
According to court records, Shawn Allen Jessman, 33, of Ringtown, was charged by Shenandoah Police with theft by unlawful taking of movable property and receiving stolen property, both graded as misdemeanors of the second degree. The incident occurred on December 7, 2025.
Incident Details
In an affidavit of probable cause, Officer Petrus stated that at approximately 4:44 a.m., police discovered a box of newly delivered police uniforms had been opened and rummaged through outside the police station at 25 West Washington Street. The box appeared damaged, and several items were missing.
Police Chief George Carado advised that the missing items included one long-sleeve uniform shirt, two short-sleeve shirts, and a hat, with a total value of $164.97.
Review of surveillance footage reportedly showed a male later identified as Jessman arriving in a black Nissan and entering the station’s parking lot. Police say Jessman knocked on multiple doors, then kicked the box near the front entrance, removed items from it, concealed them under his sweatshirt, and later carried the box to his vehicle before leaving the area.
Recovery of Uniforms
Later that day, police made contact with Jessman through his girlfriend, who delivered some of the missing items to the station. At that time, one short-sleeve shirt was still unaccounted for.
Jessman later contacted police and claimed he had returned all items. He was advised that the remaining shirt needed to be returned by 11 p.m. on December 8 or charges would be filed. Jessman ultimately returned all remaining items to the police station on December 13, 2025, according to police.
Jessman is scheduled for a preliminary hearing on February 5, 2026, before Magisterial District Judge Anthony Kilker.
